		<description>That was under Bush and it didn&#039;t work very well but then, neither did Bush, as well-intentioned as he may have been.  He appointed lousy people who did crappy jobs.  FEMA was down in Joplin the next day and they&#039;re busy working away.  

I keep seeing news reports all day about how the whole town is reorganizing, starting the process of rebuilding.  St. John&#039;s Medical Center is already back up and running, although spread all over hell and back.  But they&#039;re providing all the services they did before including ER with the exception of surgery and they&#039;re looking for a vehicle now that they can use to provide surgery services.  Engineers are looking at the Medical Center to see if if is structurally sound or if they need to to totally rebuild.  There medical records are safe because they&#039;re stored on-line and can be retrieved any time.

And they spent last night in tornado shelters again with sirens blaring.

Will summer never come?</description>

		<description>FEMA is as much an entitlement as Social Security is.  The Congress gives and the Congress can take.  People are now entitled under the law to compensation for uninsured loss in federally declared emergency zones (or whatever they&#039;re called--I&#039;m bran dead at the moment).</description>
