People are trying to refill when the fire's not completely out and getting themselves burned. But the canister also makes it easy to use as a weapon. Second, and more important, the "refill" concept will involve people putting more fuel into things without being all that careful about whether there is still flame present. An alcohol (ethanol) flame is not always that visible. And of course there will always be idiots who will try to pour flammable substances onto an obvious fire. These fuels have been around for a long time, like Sterno cans. I see two issues here:

Jellied gasoline, napalm, is used because it sticks to things and burns, rather than just running off and burning somewhere else.
