Yep, the refill is the problem. People are trying to refill when the fire's not completely out and getting themselves burned.

But the canister also makes it easy to use as a weapon. The news story wasn't about that but mark my words, people will start using it as a weapon which will get it regulated or banned.

These fuels have been around for a long time, like Sterno cans. I see two issues here:

First, the idea of a "refill" for a fuel-using device seems new. Containers would be much larger than, for example, Sterno cans.

Second, and more important, the "refill" concept will involve people putting more fuel into things without being all that careful about whether there is still flame present. An alcohol (ethanol) flame is not always that visible. And of course there will always be idiots who will try to pour flammable substances onto an obvious fire.

Napalm is really easy to make, using household detergents and gasoline, so I don't see what there is to gain by banning these fuel cells, unless they are of some particularly convenient design that's easy to weaponize.

Jellied alcohol, as in Sterno, is made as a safety feature because it is non-spillable. Jellied gasoline, napalm, is used because it sticks to things and burns, rather than just running off and burning somewhere else.

Geez, I don't know. But they sell it at Bed, Bath & Beyond as refills for things they sell, like indoor/outdoor fireplaces.
