Or maybe that&#039;s what happens when you tell the constituents and government employees that they can&#039;t have steak for every meal any more.  Real reforms are tough.  Meanwhile, Democratic governors are mostly laying low, or like Jerry Brown, pretending that candy is going to rain from the sky.
