I prefer to put fiscal concerns aside in this instance. The towers weren't going anywhere and they were an icon, but they were far from a proud example of modern architecture. It also makes a statement that we will not only rebuild but we will build it bigger and better. I understand where you are coming from Tom.

The Twin Towers, maybe with some engineering design improvements, should have been rebuilt as they were. And it shouldn't have taken anywhere near this long. Still, I'm okay with the current design. It's a damn sight better than some of the crap they were coming up with at the beginning.
