CNN has been exposing documents showing CIA and Libyan intelligence officials were on a "friendly, first-name basis". MI-6 was also having some of their terror suspects interrogated there too. Egypt and Tunisia were also involved in renditions, and it was known years ago that Syria was outsourced some torture work as well. Several former Iron Curtain satellites also helped in this work. I guess if you were suspected, waterboarding was the least of your problems.
