A problem which would have to be addressed is inequities between states. Some states are extremely poor, some rather wealthy. Then, there are citizens who move and would have to change whatever benefits they have to a different state. I can see a bureaucratic nightmare. It's certainly a valid discussion point. I'm not sure it's workable but I'm also not sure it's NOT workable. That is something to look at. A problem which would have to be addressed is inequities between states.
