That really is the point. We have the entire republican party in Congress who refuse to compromise on anything. Not since pre-civil war times has there been any precedent to the obstruction we see in DC today. What else is the president suppose to do in this circumstance? The nation needs to be governed.

What is obvious to all is that the conservatives are under the control of a smaller segment of the Republican Party which has pledged to never compromise. If it doesn't benefit wealthy whites and mega-corporations it will not pass.

If a party recognizes that America is a country with a diverse population, diverse interests, diverse concerns and compromise is the only way to come close to meeting everyone's needs, they are stymied by those who regard compromise as weakness.

What would be your suggestion for trying to get the needs of the country met in the face of those who would ignore all but the super-wealthy and their empire?
