They plant a flag and it floats off. So they plant a flag on the seabed and no one sees it. They send troops off to protect the new colony, and they float off, too. You send surveyors to validate the claim, and they float off. So you have a bunch of submarines of all nationalities swirling around, each claiming to be sovereign. B-52s could carpet bomb, and that's being advocated by the Air Force. That there are no targets doesn't matter. They say it would be a show of force, a statement of intent, a warning of what awaits anyone who disputes America's claim. The State Department wants to catch fish and glue tiny American flags onto them. Some would like to do the same with seals, polar bears and walrii.
