Often people will know a matter will come up 2 or three times, for instance, and vote against it the first just to say they did. Not all votes express the will of either the majority or minority, but are just plain nonsense. I don't know what the Republican solution is except to cut social programs to keep funding aggression, repression and occupation. To ensure suffering both at home and abroad.
