Whether it is a “cottage industry” or not, the instruments in various places in the world show a increase in radioactivity within the falling rain.
I have no reason to doubt that the instrument are detecting radiation levels that are higher than the usual background levels.
Do you have any reason to suspect that the instruments are not detecting radiation?
Who do you trust and why?

This reading in Brazil seems quite high:

And yes, if radiation levels were increasing dangerously, it would be big news. First in the scientific community, within days in the world at large. It is not happening.

Scientific information yes, but big news; I doubt it.
Was it big news when the US and Russia exploded nuclear devices very high in the upper atmosphere and the radioactive fallout spread all over the planet?
I suspect that the radioactive elements are still floating around there, causing the upper air actually to glow.

Nuclear explosion in space:

Air glow:

http://www.atoptics.co.uk/highsky/airglow2.htm

Some of it is caused by natural processes, such as the sun’s energy and cosmic rays, but some may be from ionising radiation from nuclear disintegrations.

Colorado has really good reasons for having (comparatively) high radiation levels.

The problem might be from something that they eat.

Here is some information about US background radiation levels.

http://mtnweekly.com/radiation-levels-in-colorado-highest-in-world-16210

I have not found information on the background radiation in France, but there is information about the Chernobyl accident and its effect in various countries.

From:

http://users.owt.com/smsrpm/Chernobyl/glbrad.html

“The plume from the burning graphite initially traveled in a northwest direction toward Sweden, Finland and eastern Europe, exposing the public to levels up to 100 times the normal background radiation. A very serious concern involves the contamination of grain and dairy products from fallout. This contamination presents the chance for permanent internal contamination. Both Sr-90 and I-131 migrate to vital organs in the body where they are impossible to remove, serving as a constant source of unnecessary radiation and as a cause of cancer or other diseases.”

What is the background radiation and what was the background radiation? What has happened to the UV radiation? What food additives are on the increase in France?

I would suspect there may be more deformed sperm rather than fewer sperm as the result of radiation, but I don't know. And I'd suspect something in the diet more than in the air.

But that's just me.
