A guy who worked for me claimed that status and blew up his dependent status to avoid withholding. I am not sure how or if he avoided submitting a SSI to payroll. This was about 15-16 years ago. He didn&#039;t say much and actually seemed a bit cryptic about it. The guy was kind of a drifter and I doubt the IRS has the resources to track down his ilk. At around 25K per year he probably just fell through the cracks. Hell, he had a couple of kids and probably would have qualified for earned income credit if he had filed.

After reading the Wiki, I have to believe that most of them are just deadbeats who prefer to be called a Sovereign, believing that it adds some dignity to being a piker. 

For every so called Sovereign, I can promise you there are probably 10 people who do pretty much the same stuff without expecting anyone to stop dunning them. 

Still, there are always some who just believe what they want to, Santa, etc.</description>
