I can't say what was in their minds but I do know that a good percentage of the framers (including Jefferson and Franklin) were well known to be Deists. A Deist proclaims a belief in a creator who has zero interest in humanity. Deist is about as close to an Atheist that an 18th century politician could get. Two centuries later we have probably gone backwards.
