Similar to fire-balls that roar through tree-tops during a forest fire. Came across a few of those, fighting fires in Italy. The trees dry out in the summer, and it does not take much effort to spark a catastrophe. This one is weather-related. I wonder about the grade of insulation on those power-lines.
