Children as young as 11 are smoking, natives are smoking, the Russians living in the area are smoking and tobacco companies are making large fortunes. So are those who collect and evade taxes. The advent of smoking has increased not only particulates in the air but CO2 and have had a dramatic effect upon the local climates. This simple explanation can explain all the concerns and, more importantly, gives lie to the claim of anthropormorphic global warming due to energy consumption. It will be very difficult to impose an anti-smoking culture among such cold, frigid people who look to matches and cigarettes to keep their hands warm.
