Clouds have a consistency that does not behave as this material did. They are simply air and would have passed through the fence. Exactly what the "cloud" was made of and who is responsible remains a legitimate mystery. The UAE chalked it off as a hoax and apparently has no interest in further investigation to establish the the who and what. One of the vagaries of the Arab culture I guess.
