When they realize they are really just working stiffs slaving away in shit jobs, just like you and me, they feel the need to explain it by blaming the blacks, Mexicans, foreigners, Muslims communists and Liberals for their wretched state of wage slavery. They used to blame the Jews, but they need them now because the road to heaven goes through Jerusalem. That's why they are always passing themselves off as victims, superior men, noble and creative producers, oppressed by the looters and takers. It is a town where the police will not be utilizing their scarce law enforcement resources tracking down and arresting people simply because the Fed doesn't want to spend its own resources finding and apprehending them. If the immigration authorities want to arrest an alien, they are free to go into any "sanctuary city" and do so.
