Both the Nazis and the Stalinists used the term to denigrate anyone that wasn't sufficiently patriotic or nationalistic, that is, who considered themselves "citizens of the world" as opposed to proper Aryans or Marxists, respectively. The fact Miller used that particular term instinctively tells me he isn't just accusing the reporter of being a "man of the world" or a "sophisticated man-about-town" as we now use the term. He's revealing his pedigree and his philosophical antecedents. Your comparison to Goebbels is apt, but you could just have easily used Roy Cohn's image to make your point.

Roy Marcus Cohn (/koʊn/; February 20, 1927 – August 2, 1986) was an American attorney. During Senator Joseph McCarthy's investigations into Communist activity in the United States during the Second Red Scare, Cohn served as McCarthy's chief counsel and gained special prominence during the Army–McCarthy hearings.

He was also known for being a U.S. Department of Justice prosecutor at the espionage trial of Julius and Ethel Rosenberg and later for representing Donald Trump during his early business career.

Is the way I felt a guilty little twinge of relief that, finally, here's something Trump and the Republicans are doing that doesn't threaten me personally, or a deeply-held value. I do value immigration, in principle, but...and this is where it gets deadly: If I had to choose, I might throw immigration under the bus to save something closer to my heart.

This is the start of a dangerous phase of the onset of fascism: Threat fatigue. Buckling under the relentless onslaught, and making a "tactical" sacrifice to gain a brief respite.

One little sacrifice.

At first.

Be strong. Concede nothing.

http://www.cnn.com/2017/08/02/politics/emma-lazarus-poem-statue-of-liberty/index.html

As part of a question about President Donald Trump's support for a new skills-based immigration proposal, CNN's Jim Acosta invoked Emma Lazarus's poetic words.
"The Statue of Liberty says, 'Give me your tired, your poor, your huddled masses, yearning to breathe free.' It doesn't say anything about speaking English or being a computer programmer," Acosta said. "Aren't you trying to change what it means to be an immigrant coming into this country if you're telling them that you have to speak English?"
Miller responded that as a requirement to be naturalized, "you have to speak English," and continued, "so the notion that speaking English wouldn't be a part of immigration systems would be very ahistorical."

He went on: "Secondly, I don't want to get off into a whole thing about history here, but the Statue of Liberty is a symbol of American liberty lighting the world. The poem that you're referring to was added later (and) is not actually part of the original Statue of Liberty."

Lazarus originally wrote the sonnet, entitled "The New Colossus," to raise funds for the statue's pedestal in 1883.

The sculpture itself, which sits in the New York Harbor and was visible on the path to the immigration checkpoint at Ellis Island, was a gift from France to the US.

It was not until 1903 that Lazarus's words were inscribed on a bronze plaque and attached to the inner wall of the Statue of Liberty, 17 years after its original unveiling in 1886.

...and apparently he does.

Watch him respond to an unwanted question from Jim Acosta with a prolonged and twisted personal attack. Miller's political DNA would be indistinguishable from that of Joseph Goebbels.

Now we only want highly skilled labor so they can become cheap, too.

Good businessmen use the power of the state to make the free market work for them.
