This is a big issue in S Florida now, where the recent frequent non-meteorological flooding of expensive waterfront property has managed to get the GOP's full attention. There's even talk of raising taxes to fund mitigation measures to protect "our" real estate. I live 8 miles from the ocean. I'll be dead before the water gets here. Fuck 'em.
