The ONLY way to re-open without a surge is if we have MASSIVE testing of pretty much everyone... 

He also said today that tests weren&#039;t that important, and that if some state governors insist on keeping the stay at home rules in place, he could overrule them... 

This is odd because last week he was saying he wouldn&#039;t issue a national stay-at-home directive because he felt it was unconstitutional to force the states to do that...

This couldn&#039;t be handled in a more incompetent way...</description>
