That flagpole line's too evenly graded, and has signature "bulb" ends, wich makes me think InkScape, or something similar - MS Paint has bulbed ends as well, but is too pixellated, and Photoshop only does rectangle lines. The flag lighting also doesn't match the surrounding environs, and is drifting too much underwater, without evidence of a strong current.
