This must be resisted. But damn it is going to be difficult. RU units on the ground at the plant have no idea what they are doing. Little to no command and control. Units unleashed without a specific mission, except blow shit up. Units staging on the plant grounds to avoid attack. Using the reactors as a shield. Thoughts:
