There are no winners.
I’m very fortunate to live in a small market town where we are protected from some of the problems you describe. Of course it has other problems.

The illegal campfires and sanitation issues are serious matters.

Again, I am not wise enough to figure a solution. It breaks my heart that people have to live this way. Both the campers and the parents afraid to let their kids go to the park.

Our homeless problem is getting worse and we don't have a solution. We have shelters and programs to help. But the shelters are very strict about alcohol and drug use, so many homeless don't go there. So they camp out in city parks and open space. Where they camp, they trash. It's really sad and at times scary. There are bike paths we don't go on anymore because of the camps. Hypodermic needles laying on the path. Piles of chopped, stolen bicycles. Figures in the shadows close enough to jump.

I don't know the answer. I have sympathy for their plight. But I also don't want to be afraid while riding my bike.
