The way I see it, a fire is either contained, or it’s not. ‘Partially contained’ makes no sense.
Could they mean that 75% of the fire perimeter is secured so it cannot jump to the other side? That makes no sense, either, because it depends on if there is anything combustible on the other side, which way the wind is blowing, etc.
