His administration of the pension plan, and his rate structure are prime examples. Every year, it costs more to send a 1st class letter, but advertising junk mail is cheaper every year and the USPS has to carry commercial parcels to remote customers where it is not profitable for the private companies to deliver. Its all designed to keep the USPS in the red, and to justify the Conservative myth that government can't do anything right. The reason: the Postal Union has always been a Democratic stronghold. I have no idea why he hasn't been replaced. My guess is that the Senate Filibuster will never authorize his replacement by a Democratic President.
