Those graphs and figures are coded information about totally different things--maybe radar frequencies or communications/crypto gear. Its designed to be published in the clear and its highly likely whoever vets this stuff doesn't know anything about astronomical methods or techniques. What better way to sneak highly sensitive information past the censors than to disguise it as something else entirely? Intelligence, hidden in plain sight. Like I said, wild-ass guess.
