But we should keep ISS open, even if only until the new station is fully operational. I know ISS is nearing the end of its design life, but a backup station is always a good thing to have in an emergency. Or it could be repurposed as a spaceport, or assembly/staging point for multi-vehicle deep space missions. Besides, if nothing else, it could be used as a training facility by crews sent up just for the purpose of keeping it operating! Even if half of it needs to be decommissioned due to leaks or technical problems, the remaining modules could be used for purposes not suitable, or too dangerous, for the new station, or even for hazardous materials or backup storage..

Both could also be used as a rescue facility, or shelter, should there be an accident, collision or fire at the other site. Space craft could be kept on standby so flights could be made from one station to the other. This might be more practical than launching relief ships from earth.
