This is thanks to government price controls, a time-honored socialist idea that’s been tried (and failed) probably a thousand times, and not just by socialists. Note that the Venezuelan government solution isn’t to dismantle the idiotic controls, but to crack down on the desperate attempts of the market to compensate.
Note also that one of the main features sold to us with nationalized health insurance is the ability of the government–the only payer–to “negotiate” prices, i.e. set artificially low prices for medical goods and services.
It will work no better the thousand-and-first time.
