Hitler was motivated by blind racism and prejudice, Lenin by a fanatical commitment to an economic fantasy religion, but they can be understood as simple human pathologies. But this is something new in the history of evil. The only thing I can think of that even comes close is when European Capitalism promoted the use of Turkish opium in China because that market was self-sufficient and did not need to trade with the West for anything.
