At the same time that Germany and Italy declared war on the US, Bulgaria, Hungary and Rumania also declared war.  Roosevelt could understand Germany and Italy, but not only had no idea as to why the other countries declared war but had no idea how they would fight the US.

FDR ordered a diplomatic offensive, and in Ankara, Turkey, there were 6 months of meetings with these countries asking them if they REALLY wanted to declare war on the US, if there was anything in it for them, and did it make sense?  After 6 months of trying this diplomatic approach without any success, Roosevelt decided the hell with it and declared war against them.

I think that says a lot about FDR.
